was recognized for his outstanding work and

study a three-year sequence of courses pertaining to

specific career pathway. Job Shadow Day is an
opportunity for students to see how what they are

Bridging the Digital Divide Program
Notice of Grant Opportunity and Workshops - Fiscal
Year 2009
SUMMARY:
The Illinois Department of Commerce and Economic
Opportunity announce the release of the Digital Divide
Grant Program Fiscal Year 2009 application. The
immediate goal of the Program is to increase access
to computers and technology training in low-income
communities. Under this program, the Department is
authorized to make grants to support Community
Technology Centers. PLEASE NOTE THAT THE
APPLICATION DEADLINE IS JANUARY 16,
2009.
ELIGIBLE APPLICANTS AND COMMUNITIES:
The Department seeks applications from Community
Technology Centers located in and serving "eligible
communities". An eligible community is a community
in which not less than 40% of students are eligible for
a free or reduced price lunch under the national
school lunch program, or in which not less than 30%
of students are eligible for a free lunch under the
national school lunch program. Community
Technology Centers include public hospitals,
libraries,
park districts, state educational agencies, local
educational agencies, institutions of higher education,
public and private nonprofit or for-profit educational
organizations. In addition to being an eligible entity, a
CTC must provide computer access and educational
services to the public at least twelve (12) hours each
week. Please refer to the application for complete
eligibility requirements.
ELIGIBLE COSTS:
The maximum grant award allowed under the Digital
Divide Law is $75,000 per Fiscal Year. The
Department will fund both equipment and training
costs under this program. Funds may be used to
provide training services and activities that use
technology to improve academic achievement, career
development, and adult education. Grant funds may
also be used for equipment, software, and other
capacity building cost.
CTC WORKSHOP AND GRANT INFORMATION
SESSIONS
DCEO will host a digital divide workshop on
December 4, 2008 at the University of Illinois at
Chicago. The purpose of the workshop is to provide
community technology center staff with an update
regarding the changes included in this RFA. The
workshop will also showcase CTC partnership
strategies, provide a forum to discuss key issues and
highlight CTC success stories. The workshop is free
of charge, however, registration is required. For more

technical liaison between the Special Events
Department, clients, vendors, and other Navy Pier
Departments as it relates to event production.
Coordinates onsite and vendor trade labor. Manages
contracts and contract compliance. Responsible for
complete Event Technical Direction. Oversees
equipment inventories as directed. Maintains
accurate ground plans and technical drawings for all
events and event spaces. Performs other

Chief Financial and Operations Officer
Instituto del Progreso Latino (Instituto) is a top-tier
community based organization with a mission to

immigrants and their families through education,
training and employment that fosters participation in
the changing U.S. society while preserving cultural
identity and dignity. Incorporated in 1977 to help
Latinos learn basic skills, pass the civil service exam
and obtain higher paying jobs, Instituto has grown to

comprehensive services in workforce development,

and citizenship preparation to over 14,000 participants

Position Description:
Instituto is seeking to immediately fill the position of
Chief Financial and Operations Officer (CFOO). The
CFOO is responsible for overseeing the day-to-day
operations in the areas of: Finance, Human
Resources, Legal, Information Technology and Site
Operations. The CFOO works closely with Instituto's
President/Chief Executive Officer (CEO), Board of
Directors, Management Team, and various relevant
committees. The CFOO also works with task groups,
government agencies, community organizations, and
public and private institutions to maintain key
relationships that promote the effective and efficient
use of resources to advance Instituto's goals. The
CFOO leads and directs all financial activities,
accounting practices, oversees treasury, accounting,
budget, tax, and audit activities. The CFOO oversees
financial and accounting system controls and
standards to ensure timely financial and statistical
reports for management and/or Board use. The
CFOO reports directly to the President/CEO.
Primary Duties and Responsibilities:
- Responsible for hiring, supervision, coaching,
evaluation, discipline, promotion and firing of the
following managers: Accounting, Human Resources
and Technology.
- Advises the CEO and staff of current problems,
trends, resources, revenue generation, and
administration.
- Establishes and implements short and long-
range
organizational goals, objectives, strategic plans,
policies, and operating procedures; monitors and
evaluates operational effectiveness, and effects
changes required for improvement.
- Develops comprehensive management tools that
provide the feedback and data necessary for strategic
decisions to be made. Defines metrics and
measurements that will quantify
performance against goals and institutionalizes a
system for obtaining and reporting those metrics and
measurements.
- Oversees the annual budget and planning
process and provides sound fiscal management of
Instituto.
- Develops operational cost center budgets for
approval.
- Participates as staff representative on various
Board Committee(s).
- Coordinates volunteer and staff development
activities to support the goals of the Instituto.
- Directs the preparation of all financial reports,
including income statements, balance sheets, tax
returns, reports for government regulatory agencies
and reports for grantors.
- Oversees accounting, budget preparation, and
audit functions. Meets regularly with staff to keep
informed and to offer direction.
- Reviews reports to analyze projections of
revenues
against actual figures, budgeted expenses against
final totals, and suggests methods of improving the
planning process as appropriate.
- Analyzes operations to pinpoint opportunities and
areas that need to be reorganized, down-sized, or
eliminated.
- Oversees human resources functions to include
payroll, employee benefits, retirement plan, etc.
- Directs risk management programs and manages
business insurance needs.
- Manages and negotiates all leases and
contracts.
- Tracks and monitors grant funding.
- Ensure cooperation, communication and
collaboration across all departments and roles
including planning and leading weekly staff
meetings.
- Implement a system to monitor for continuous
improvement in efficiency and effectiveness for all
operations.

managed with professionalism, integrity and

Qualifications:
- Master's degree in business administration,
accounting, or finance preferred.
- CPA designation preferred.
- At least five years experience in financial
management with increasing responsibilities for
multi-faceted direction and planning.
- Strong operational experience, ideally has worked
in a senior management role for 5+ years, preferably
in the non-profit sector.
- Ability to demonstrate superior knowledge of
budgeting, finance, and non-profit accounting, as well
as having the ability to manage multiple priorities
within tight timeframes.
- Experience with personnel management,
performance management, complex problem solving
and fundraising.
- Knowledge of database and accounting computer
application systems to supply the most accurate
financial information.
- Excellent verbal and written communication
skills.
- Excellent analytical and organizational skills.
- Excellent people and leadership skills, with an
ability to coach, motivate and develop staff.
- Collaborative, team player with superior
interpersonal skills.
- A positive force in encouraging entrepreneurial
thinking and creating dynamic work environments.

Seeking a customer-focused individual with strong
technical and time management skills to join the
Department of Information Technology at the
American
Academy of Pediatrics in this newly created Senior
SQL Database/Application Lead role.
Reporting to the Computer Systems Analyst, this
individual will define, maintain, communicate,
implement, and execute the enterprise database
architecture, solution engineering, standards, and
strategy for its operational usage across the
enterprise, as well as, lead and coordinate a team of
developers through projects from the requirements
phase to customer delivery.
The ideal candidate will have a Bachelor's degree in
Computer Science or an equivalent combination of
related education and work experience, at least 5
years experience with SQL administration in version
2000 and/or 2005, with at least 2 years in version
2005. Experience analyzing and tuning performance
problems in SQL programming code, improving SQL
server management procedures and processes, and
developing with the .NET framework and client-server
environment required. Experience with Microsoft
OLAP design and development, SQL Clusters, SQL
replication configuration and troubleshooting strongly
preferred. Must possess strong analytical and
problem
solving skills, as well as, be able to work both
effectively both as part of a team and independently.
Knowledge of one or more of the following preferred:
MS Web technologies, SQL Server DBMS technology,
Microsoft Reporting Services, SAN carving, and
net:FORUM (AMS). Some travel and weekend work
